employment rules in Russia

On July 24th, Russia saw a number of regulations regarding Employment Permits and Work Permits come into force. The applications made to the Employment Center to obtain Employment Center Conclusion had been put on hold, however, in recent weeks the authorities resumed the procedure in accordance with new regulations.
The modifications to the application process are as follows:
Employers must submit a Work Force Demand (WFD) application to local labor authorities.
WFD will last for thirty calendar days. The Employer can only apply to the Federal Migration Service (FMS) for Corporate and Personal Work to fill vacancies, only after these thirty days have passed.
The decision on issuance of the work permits will be made jointly by the FMS and the Federal Labor Authorities.
If approved, the FMS will issue Corporate and Personal Permits within 28 days of the initial application.
The remaining procedures are unchanged, for now. It is still necessary to obtain an invitation letter for a Work Visa and apply for the Visa at the Russian Consulate in the home country.
Corporate and Personal Work Permits will be scrutinized to a greater degree and reasons as to why they can be rejected, suspended or canceled are more clearly defined under the new regulations.
As Move One Relocations outlined in a previous bulletin, AmCham Russia has made arrangements with authorities for a special 'one-window' service, the Chamber is keeping members abreast of the situation. The above-mentioned Corporate and Personal Work Permits and the Invitation Letter can now be obtained by AmCham members in a single step. AmCham has also advised that the WFD procedure might be completed in concert with the three other steps.

In addition, Move One would like to notify our clients that foreign employees of companies who are members of AmCham do not need to take all 7 medical tests – only an HIV test is required.
Forecast for Foreign Labor in 2009:
Employers who missed the May 1st deadline to submit their forecast for foreign labor in 2009, can now submit any amendments to previous declarations or submit new forecasts before the end of August.
Employers who do not submit in time may not be permitted to employ foreigners for specific positions in 2009.

employment groups

The employment group is listed on the job posting, and tells you which union represents the position, or if it is non-unionized. Salary scales and benefits packages are also determined by employee group.

Here are some very broad guidelines of employment groups:

Academic Executive: Faculty in VP and AVP roles are classified as Academic Executive.

Administrative Executive: Staff in VP and AVP roles from an administrative background, rather than an academic one, are Administrative Executive staff.

BCGEU Okanagan Employees: Staff in the BCGEU Bargaining Unit in the Okanagan joining UBC Okanagan July 1, 2005.

Childcare workers: At UBC, childcare workers are members of the BCGEU - Vancouver

CUPE 116: CUPE 116 represents trades and some technical staff on campus. Research assistants/technicians are covered under this group, if they are working in a certified unit.

CUPE 2278: CUPE 2278 has two components: one represents the UBC’s teaching assistants and the other represents the instructors in the English Language Institute.

CUPE 2950: The University’s clerical, secretarial and library employees are mostly represented by CUPE 2950.

Executive Administrative Staff: Formerly called excluded and non-union clerical/secretarial staff.

Faculty: UBC's faculty are responsible for teaching, scholarship and research.

Farm Workers: This group works on UBC farms at Aggasiz and Point Grey.

IUOE 882: UBC’s certified operating engineers.

Management and Professional: The Association of Administrative and Professional Staff (AAPS) represents most of the University’s Management and Professional Staff. Some M&P staff are excluded from the bargaining unit.

M&P staff work in a wide variety of fields grouped into over 40 job families from accounting to educational programming. For more information on M&P job families and standards, click here.

Non-union Technicians/Research Assistants: TRAs provide varying levels of research support to faculty and staff. TRAs perform similar work to CUPE 116 Technicians, but are employed in non-certified departments.
